LITTERING AND DISPOSAL OF WASTE IN ROAD ALLOWANCES Due to an increase in the number of complaints regarding littering and disposal of waste in County road allowances, Section 2(f) of Bylaw 1545-05, reads as follows: “No Person shall deposit or allow to be deposited any material or substance of any kind on a Road, or any portion thereof, except in accordance with a License granted by the County of Newell No. 4 or other prior written authorization from the County of Newell No. 4.” Under Section 4 of Bylaw 1545-05, Penalties & Enforcement, Schedule “A”, the penalty set out for Section 2(f) – Unauthorized Deposit of Material, carries a minimum specified penalty for a first offence of $250, and a specified penalty for second and subsequent offences of a minimum $500.00 fine and a maximum $2500.00 fine.
