Calcium Program Application FormCounty Council has a policy whereby ratepayers of the County of Newell may make application to have calcium applied on the road in front of their residence. This is a cost-sharing program with the ratepayer/resident paying a fee of $0.33 plus GST per linear foot for calcium. Cost of the calcium must be paid at the time the contract is submitted.
The minimum length that can be applied for is 300 feet and the maximum is 1,000 feet. For lengths greater than 1,000 feet, the ratepayer must apply, in writing, to County Council for approval.
Closing date for applications is April 23, 2010. Any requests after this date will not be accepted unless approved by County Council.
Spot Calcium Cost-Sharing Program
POLICY PURPOSE:The purpose of this policy is to outline the parameters of the County of Newell Spot Calcium Cost-Sharing Program in which County ratepayers/residents may request to have calcium placed on roads in front of their residences for dust suppression purposes.
POLICY GUIDELINES:1. The County will place advertisements in the Bassano Times, Brooks Bulletin and County Chronicle newspapers each year advising ratepayers/residents of this program and the dates within which to make application. The Ads will run once towards the end of January and then two consecutive weeks prior to April 15th.
2. Requests from ratepayers/residents for spot calcium should be received prior to Friday of the third full week in May of the current year.
3. Calcium will be applied 24 feet wide at a minimum distance of 300 feet per residence and a maximum distance of 1000 feet per residence.
4. In subdivisions, where the frontage of any of the lots is less than 300 feet, all landowners/residents are required to apply for the calcium if it is to be applied by the County.
5. Ratepayers/residents will pay a fee of $0.33 plus GST per linear foot for calcium, representing their portion of the cost-sharing program.
6. Residents that have had Calcium paid for in the past due to haul roads or special circumstances with industry that will not be on the approved program for the upcoming year will be advised by letter of this fact so that they will be able to apply for Calcium on their own if they wish to have the service.
7. A contract must be signed by the ratepayer/resident making the application for calcium, which will include but not be limited to provisions for the following:
a) That the County will place the calcium when the calcium crew is in the area of the applicant.
b) That the road can be reverted back to gravel when it is deemed necessary by the County, which would allow for grading of the road to eliminate pot holes, and that doing so does not obligate the County to re-apply calcium to the road.
c) That the County does not guarantee any life expectancy of the calcium application.
8. The cost of the calcium must be paid by the ratepayer/resident at the time the contract is submitted to the County.
9. This policy only applies to residences within the County that are on roads under the control and jurisdiction of the County, and also for residences in the County that are on roads adjacent to three digit (secondary) highways.
10. Ratepayers/residents are not to spread calcium on County roads at their own expense using their own or contracted equipment and materials without prior approval of the Superintendent of Public Works.
11. The County will ensure that the roadbed is in suitable condition prior to applying calcium.
12. The guidelines in this policy may only be varied by a motion of the Municipal Committee or County Council. The Municipal Committee or County Council will review requests for variances to this policy on a case-by-case basis.
The purpose of spot calcium is for dust suppression only.Conditions & Criteria1. That the roadbed be put in a suitable condition by the County before calcium is applied.
2. That a flat charge per lineal foot be determined each year prior to the establishment of the calcium program based on the current cost of calcium.
3. Ratepayers will not be allowed to spread calcium on County roads at their own expense and using their own equipment and materials without prior approval from Administration.
4. An advertisement will appear in the local newspaper(s) each year prior to the establishment of the calcium program, advising ratepayers of the policy and the dates to make application.
5. Requests from ratepayers for spot calcium should be received prior to Friday of the third full week in May of the current year, before commencement of the calcium program.
6. Calcium projects shall be for a width of 24 feet with a minimum length of 300 feet per residence.
7. Calcium projects shall be a maximum length of 1000 feet per residence.
8. A contract must be signed by the ratepayer making the application for calcium, which will include the following provisions:
a. Applications for calcium will be made at the County Office by the ratepayer, the contract subsequently signed and costs paid.
b. The contract should indicate that calcium work will be completed when the calcium crew is in the area.
c. The contract will provide that the road can be reverted back to gravel when it is deemed necessary by the County, which would allow for scarifying the road to eliminate potholes, but would not allow the road to be re-calciumed at County expense.
d. The contract shall indicate that there is no guaranteed life expectancy of the calcium process.
9. This policy is only for calcium for residences within the County of Newell that is to be applied on roads under the control and jurisdiction of the County of Newell, as well as residences in the County that are on roads adjacent to three digit (secondary) highways.
